ISL is the secondary market in Iowa, and prides itself on innovative and complete service to its schools and borrowers. The guarantor in Iowa, the Iowa College Student Aid commission, is a remote client of Sallie Mae's guarantee system services. That means that the schools in Iowa were using Sallie Mae tools for their loan management, even though the partnership of ISL and ICSAC were the ones providing the day to day support.

In order to take control of their competitive marketplace, ISL and ICSAC turned to PTI's Prority SBS product. This solution allows the schools to transmit their loans to whichever loan provider they prefer, including guarantees performed at Sallie Mae. The critical change, however, is that the schools are now using tools that are branded to ISL and ICSAC. Instead of building loyalty to a competitor, the schools now build loyalty directly to the organizations that actually provide their service.
